將貨就價

相信大家有看今早特首上電台,都會留意第一位加入電台觀眾是位小姐,自稱是醫生、男友是律師,她說自己買唔起樓,所以政府對樓市應該襟下。

原來這位小姐口中的買唔起樓,最初是話在中環「買唔起」,之後先修正話在港島買唔起。

如果按同一道理,情況一如回到十年前,當時中低下階層買唔起樓,於是我們有八萬五。

今天難道我們就可以合理化這種不理智的致治訴求? 這點將會是非常危險。

不錯,今天不少內地人由於有自己辦法,將阿爺釋放出來的龐大資金投到股市樓市,但我們總不成要求政府壓抑這類投資需求,畢竟香港最自豪的、就是資金自由進出。

其實一個城市發展,特別是以吸收各地人材為主要動力的城市,沒有條件的人,當然是要居住外移的情況,就算是香港、過去也不是經歷過新城市發展、以及新移民遷入悲情城市天水圍? 又有誰說在中環返工,就一定可以住在中環?

施老闆提出了不如由政府撥地,給予一些地皮只准興建予港人購入的房屋,這個建議其實只是將居屋翻生,但如何撥地、入住資格又如何界定? 為免又一次浪費資源,倒不如向港人分派置業券要簡單直接得多。

特首說日日看著個樓市,如果真係有咁做,就應該一早發現現行勾地機制有很大問題。我們早在幾個月前已一再提出,眼見樓價飊升,發展商唯一忍手唔勾地,原因只有是勾地機制對勾地者根本沒有任何好處,反而要承擔樓市高位回落可能面對地價風險(勾地者不旦要先付上按金,如果拍賣時未有人承接,政府可以要求勾地者照底價購入地皮。),因此優化勾地機構是必需進行,而家雖然遲了半年先進行,但總好過什麼也不做吧。

不過講到真正改變香港營商生態,莫過於由改變工廈用途入手,對於此項措施我們確實有很大期望,留待下次再談吧。

If to impress Tsang to modify his land policy,the call- in by the doctor should stress that if the properties price are so high, she as a doctor and her lawyer boyfriend will quit Hong Kong for good. I am sure Mr. Tsang will consider if there are such kind of thinking among the professionals as they are keystones of our economy.

The current land sale system has its serious fault. The willingness of the use of Application List System (勾地表)are now in the hands of by developers and only with their initiation, the land are able to put up in the market for auction. If the developers are slow in their applications or showing luckwarm interests, I am of no doubt the property prices must go up. Also, Mr. Tsang said he will monitor the situation closely in the coming months and to work with MTR and Urban Renewal Authority on sale of their properties. There is another big problems. In the other words, substantial supplies of properties & their developments are under the control of the respective organizations. The sale will have to go through cumbersome internal procedures and approval before they can put up into the market. I am not saying MTR will do this,but I cannot rule out as a listed company, definitively they are pursuing the biggest interest for their shareholders than the average Hong Kong people on the street. I do agree the wrong policy Government can easily hurt the market, but it is their responsbilty to keep a stable market environment for the genuine users to have good quality life in Hong Kong. As people always try to live bigger, better & close to the city, if their dreams are spoiled, who will work hard for Hong Kong.
